Emiratisation by Sector: Banking, Insurance and the 14 Designated Sectors: StrongYes Emiratisation Hub
Quick answer

Sector matters in two ways. Banks, insurers, exchange houses and finance companies licensed by the Central Bank of the UAE follow the Central Bank's own targets, such as 45% for banking and 30% for insurance by end 2026. For companies with 20 to 49 employees, MoHRE's rule applies only in 14 designated sectors. For companies with 50 or more employees, MoHRE's target applies in every sector.
