Emiratisation Fine 2026: The AED 10,000 Monthly Contribution Explained

From 1 July 2026, a mainland company with 50 or more employees that misses its Emiratisation target pays AED 10,000 a month for every skilled position it should have filled with an Emirati, which is AED 120,000 a year per position. The contribution runs each month until the position is filled. Companies with 20 to 49 employees pay an annual contribution instead.
The rate
| Period | Monthly contribution per unfilled position |
|---|---|
| 2022 | AED 6,000 |
| 2023 | AED 7,000 |
| 2024 | AED 8,000 |
| 2025 | AED 9,000 |
| 2026 (applied from 1 July 2026) | AED 10,000 (AED 120,000 a year) |
The amount started at AED 6,000 in 2022 and rises by AED 1,000 a year. It applies to companies with 50 or more employees, per missing Emirati. It is not the same as the annual contribution for companies with 20 to 49 employees (below).
You will still see AED 9,000 a month and AED 108,000 a year in circulation. Those describe an earlier stage. For the amount from July 2026, use AED 10,000. See our fact check.
Fee, fine or contribution?
All three words are used. MoHRE's word is contribution, and the difference matters: a fine is a one-off event, while this is a monthly charge that runs while the gap persists. Filling the position stops it. A late hire does not refund the months already charged.
How the contribution is worked out
- Your skilled roles, multiplied by the required rate at the assessment date, gives the Emiratis you need.
- Subtract the qualifying Emiratis you hold (paid at least AED 6,000).
- Multiply the gap by AED 10,000 for each month it lasts.
Example. 150 skilled roles, 10% required at 31 December 2026 = 15 Emiratis. The company holds 12. Gap: 3 positions = AED 30,000 a month, AED 360,000 over a year. Run your own figures in the calculator.
What are the penalties for not complying?
Four different things are often mixed together, which is why published figures vary so widely.
| Situation | Charge |
|---|---|
| Missing your target | AED 10,000 a month per unfilled position |
| Smaller companies (20 to 49) missing their hire | Annual contribution: AED 96,000 for the 2024 target (paid January 2025), AED 108,000 for the 2025 target (paid January 2026) |
| Circumventing targets, per establishment | AED 100,000, rising to AED 300,000 and AED 500,000 for repeat offences |
| Fictitious employment, per worker, and criminal cases | Separate penalties; see fake Emiratisation |
Simply missing a target is not fraud. If you have been quoted "up to AED 500,000" for a missed target, you have been given the circumvention figure.
What else follows a shortfall
- Effects on your MoHRE establishment classification, which sets work permit fees for future hires.
- Lost eligibility for the Emiratisation Partners Club: up to 80% off MoHRE service fees and procurement priority.
The cheaper alternative
A bachelor's-degree Emirati hire can receive up to AED 6,000 a month in Nafis salary support, paid directly to the employee, which makes a competitive offer possible at a lower salary cost. An unfilled position costs AED 10,000 a month and produces nothing.
Frequently asked questions
01What is the Emiratisation fine in 2026?
AED 10,000 a month per unfilled skilled position from 1 July 2026, or AED 120,000 a year per position, for mainland companies with 50 or more employees.
02Is the Emiratisation penalty AED 108,000?
AED 108,000 a year matches the earlier AED 9,000 monthly stage for larger companies, and it is also the 2025 annual contribution for companies with 20 to 49 employees. For larger companies from July 2026, the figure is AED 120,000 a year.
03Does hiring an Emirati later refund the contribution?
No. Hiring stops future charges but does not refund months already charged.
04How can a company avoid the Emiratisation contribution?
By hiring and retaining genuine Emirati employees in skilled roles, paid at least AED 6,000 through WPS, before each assessment date, using the Nafis platform to find candidates.
