Emiratisation (Tawteen) Partners Club: Criteria, Benefits and How It Works

The Emiratisation (Tawteen) Partners Club is MoHRE's recognition for private companies that go far beyond their Emiratisation targets. Under Ministerial Resolution No. 258 of 2022, a Category 1 establishment qualifies by raising its Emiratisation rate by at least three times the annual target with at least 30 additional Emiratis, or by partnering with Nafis to recruit and train at least 500 Emiratis a year. Members get up to 80% off MoHRE service fees and priority in government procurement.
Who qualifies
MoHRE reorganised the club in July 2022 under Ministerial Resolution No. 258 of 2022. The earlier platinum, gold and silver tiers were replaced by a single category. A company classified in Category 1 qualifies by meeting either test:
| Route | Requirement |
|---|---|
| Growth | Raise its Emiratisation rate by at least three times the annual target, with no fewer than 30 additional Emiratis appointed |
| Training partnership | Partner with Nafis to recruit and train at least 500 Emiratis a year |
Benefits
| Benefit | Detail |
|---|---|
| MoHRE service fees | up to 80% off MoHRE service fees |
| Government procurement | Priority in government procurement systems |
| Classification | Membership sits with Category 1, MoHRE's top establishment classification |
For a company with public-sector revenue, procurement priority can be worth more than the fee discount.
Keeping membership
MoHRE inspects member companies regularly and can withdraw membership from those that stop complying. Membership is a status MoHRE grants on the establishment's record, not a separate award ceremony.
How to join
MoHRE assesses eligibility from the establishment's Emiratisation record. We have not found a published application form. Under verification Confirm your status through MoHRE's service channels.
How independent benchmarks differ
The Partners Club rewards hiring volume against government criteria. The Emiratisation Excellence Index is an independent StrongYes benchmark study of how employers develop, retain and promote Emirati talent.
