Emiratisation vs Saudization: How UAE and Saudi Localisation Compare

Both are national workforce localisation programmes. Emiratisation (UAE) asks companies with 50+ employees to grow the Emirati share of skilled roles by two points a year, with a AED 10,000 monthly contribution per missed position. Saudization (Saudi Arabia) rates every employer in Nitaqat bands and sets percentage quotas for named professions, with restrictions on visas and services for low bands.
| Emiratisation (UAE) | Saudization (Saudi Arabia) | |
|---|---|---|
| Ministry | MoHRE | MHRSD |
| Main mechanism | Growth target on skilled roles | Nitaqat bands plus profession and sector quotas |
| Who is covered | Mainland firms 50+ (any sector), 20 to 49 (14 sectors) | Almost all private employers |
| Salary to count | AED 6,000 | SAR 4,000 for a full Nitaqat count; higher floors for some professions |
| If missed | AED 10,000 per position per month | Lower Nitaqat band: visa and service restrictions; penalties |
| Support for nationals | Nafis | HRDF (Hadaf), Tamheer |
| Free zones | Outside MoHRE targets | Special economic zones have separate rules |
